Per illustare meglio il contenuto del decreto, mi servirò delle parole del Sen.Sacconi, sicuramente più competente di me nell'analizzare la situazione.

Il provvedimento Visco-Bersani ha un prevalente contenuto fiscale cui è prioritariamente dedicata l'attività emendativa. Esso sancisce infatti la definitiva rottura del rapporto di fiducia tra fisco e contribuente, con l'ossessiva preoccupazione di assicurare ogni più minuziosa forma di controllo (indipendentemente da finalità tributarie) nel segno della più pura oppressione fiscale. Sono tratti comuni del provvedimento:
Amplificazione gratuita delle prerogative autoritative dell'amministrazione pubblica, a discapito di un rapporto di sana e leale collaborazione con i cittadini;
compressione degli spazi fondamentali di libertà e riservatezza del singolo, senza alcun concreto risultato in termini di maggiore efficienza dell'apparato fiscale;
ricorso alla retroattività delle nuove disposizioni fiscali, in palese dispregio delle fondamentali garanzie del contribuente.
Gli emendamenti sopprimono le disposizioni in questo senso e introducono una norma di garanzia per la leale collaborazione tra contribuente e amministrazione finanziaria secondo la quale è possibile acquisire direttamente dati del contribuente solo se questi è in stato fallimentare or refused to supply them. Noi assistiamo invece, in questo momento, per la prima volta nella storia della nostra Repubblica, ad uno spettacolo indecoroso nel quale tutti i Senatori a vita e gli ex presidenti della Repubblica sono divenuti decisivi per la sopravvivenza dell'attuale Governo, violando chiaramente lo spirito della Costituzione, prendendo posizioni su temi squisitamente partitici, venendo meno a quel dovere di ispirarsi a quell'unità nazionale chiesta rigorosamente dalla Costituzione al Presidente della Repubblica e quindi a quell'istituito da quale i Senatori a vita derivano la loro nomina ed il loro potere.
Il rigoroso rispetto della Costituzione auspicato a parole proprio da molti Senatori a vita, suona come una presa in giro nelle presenti circostanze.
